The Border Cannot Inspect Everything

Border agencies operate under a constraint they can never remove. The movement of people, goods, money and information is always larger than the capacity available to examine it. A border cannot inspect everything, and trying to would not make a nation safer. AI is not a way to inspect more. It is a way to decide better where scrutiny belongs, what form it should take and when it must happen. The shift is from universal inspection to intelligent, proportionate decisions.
